Acts Ch. 2 should be interpreted like the rest of Acts: in light of Acts 1:8. In Acts 1:8 Jesus gave the disciples a promise. That promise is that they would receive power to be Christ’s “witnesses in Jerusalem, and in all Judea and Samaria, and even to the ends of the earth” (1:8).
